Heat your oven to 350°F (175°C). Put parchment paper in a square pan that's 8 by 8 inches (20 by 20 cm).

Grab a medium bowl and mix the sweet rice flour, dark cocoa, sugar and baking powder until they're all blended nicely.

In a bigger bowl, stir together the melted butter, eggs, milk, and vanilla until it's all smooth with no eggy streaks showing.

Dump the dry stuff into your wet mixture. Stir everything until you've got a nice smooth batter with no lumps.

Pour your batter into your paper-lined pan. Scatter chocolate bits all over the top. Stick it in the oven for about 60-70 minutes. It's done when a toothpick poked in comes out mostly clean.

Let your brownie block cool all the way down before you cut it into squares for eating.
