Preheat oven to 375°F. In a large mixing bowl, combine ground beef, onion, garlic, breadcrumbs, egg, milk, Worcestershire sauce, ketchup, oregano, basil, salt, and pepper. Mix gently until just incorporated.

Form the mixture into a loaf and place on a baking sheet or in a loaf pan. Bake for 40 to 45 minutes, or until an internal temperature of 160°F is reached. Remove from oven and let rest for 10 minutes before slicing.

Scrub potatoes thoroughly and pierce each with a fork. Place potatoes directly on oven rack and bake for 45 minutes, or microwave on high for 8 to 10 minutes, until fully tender. Allow to cool slightly.

Cut potatoes in half lengthwise. Carefully scoop out the flesh into a bowl, leaving skins intact. Mash potatoes with butter, sour cream, salt, and pepper until smooth. Fold in shredded cheddar cheese and chopped green onions.

Spoon the mashed potato mixture back into the potato skins. Top each with extra shredded cheddar cheese. Place potatoes on a baking sheet and return to oven for 5 to 10 minutes, until cheese is melted and bubbly.

Slice the meatloaf and serve alongside loaded potatoes. Garnish potatoes with additional green onions or a spoonful of sour cream if desired.
