Preheat oven to 350°F and line a baking sheet with parchment paper. Arrange the dinner rolls on the prepared sheet.

In a mixing bowl, beat softened cream cheese with an electric mixer until smooth. Add granulated sugar and blend, then incorporate heavy cream and continue mixing until smooth and creamy.

Transfer the sweetened cream cheese mixture to a piping bag or a plastic bag with a cut corner.

Cut each dinner roll into 6 to 8 wedges without slicing completely through. Pipe the cream cheese filling into the slits of each roll.

In a separate bowl, whisk together melted butter, whole milk, and egg until well combined. Mix in chopped parsley and minced garlic.

Dip each filled roll into the garlic butter mixture, allowing the coating to seep into the wedges. Place back onto the parchment-lined baking sheet and sprinkle with Parmesan cheese if desired.

Bake in the preheated oven for 5 to 10 minutes, or until the tops of the rolls are golden and slightly crisp.
