In a large bowl, combine ground beef, Italian-style breadcrumbs, Parmesan cheese, egg, oregano, basil, onion powder, garlic powder, kosher salt, and black pepper. Gently mix until just combined.

Form the mixture into 1-inch meatballs. Heat a large skillet over medium heat and cook the meatballs in batches until browned on all sides and cooked through, about 7 to 9 minutes. Drain excess grease from the skillet.

Preheat the broiler. Split the submarine rolls open and lightly butter the cut sides. Place them under the broiler for 1 to 2 minutes until golden and toasted.

Layer shredded mozzarella cheese onto the bottom half of each toasted roll. Arrange meatballs and sauce over the cheese, then top with additional mozzarella.
