In a small bowl, mix the melted unsalted butter with minced garlic, dried parsley, salt, and black pepper until thoroughly blended. Set aside.

Preheat oven to 375°F. Lay out the flour tortillas on a clean flat work surface.

Generously brush each tortilla with the garlic butter mixture. Distribute crumbled bacon evenly over the tortillas, then sprinkle with shredded cheddar cheese and mozzarella cheese. Top with chopped chives if desired.

Starting at one end, roll each tortilla tightly to create a spiral. Arrange rollups seam-side down on a parchment-lined baking sheet.

Brush tops of the rollups with any leftover garlic butter. Bake for 12 to 15 minutes, or until tortillas are golden and crisp and the cheese is melted and bubbling.

Remove from oven and let rest for several minutes. Slice each rollup into bite-sized pieces and arrange on a serving platter. Serve immediately.
