Cook penne pasta in a large pot of salted boiling water according to package directions. Drain thoroughly and set aside.

In a large skillet over medium-high heat, sauté diced bacon until crisp. Remove with a slotted spoon and transfer to a paper towel-lined plate.

In the same skillet, add diced onion and ground beef. Cook over medium heat until the beef is fully browned and onion is softened. Drain excess fat.

Sprinkle Montreal steak seasoning, onion powder, and garlic powder over the browned beef mixture. Stir thoroughly to combine.

Stir Worcestershire sauce, dill relish, tomato sauce, and heavy whipping cream into the beef mixture. Mix until the sauce is evenly blended.

Fold in 1 cup of shredded cheddar cheese along with half the cooked bacon. Stir until cheese is melted and ingredients are well combined.

Gently add the drained pasta to the skillet and toss until evenly coated.

Transfer mixture into a prepared baking dish. Top with the remaining shredded cheddar cheese and reserved bacon. Bake at 350°F for 5–10 minutes, or until the cheese is bubbly and melted. Serve immediately.
